I’m currently working on packaging Jamulus, and it needs custom modes
to function at all (that, or embedding a convenience copy of opus,
which is not the Debian way to do things).
Please reconsider. In the meanwhile, I might upload

The current libopus shipped on debian is not compiled with
the --enable-custom-modes configuration option.
opus/opus_custom.h is not included in the -dev package.
Netjack from jackaudio.org can use opus
