I can confirm Remco's observation: I removed
/etc/apache2/conf.d/php-horde.conf and the installation/configuration
succeeded without any problems.

Hi,
When the /etc/apache2/conf.d/php-horde.conf symlink already exists,
the last command that is executed in the php-horde.postinst script is:
[ ! -L /etc/apache2/conf.d/$CONF.conf ]
This has exit status 1, and therefore the complete postinst script has
also exit status 1.
