The problem seems to be that on a fresh install, /etc/chromium/default is not 
modified as necessary

I manually appended the contents of 
/usr/lib/pepperflashplugin-nonfree/etc-chromium-default.txt to 
/etc/chromium/default after which everything works as expected.

It seems the latest version of the script
/usr/sbin/update-pepperflashplugin-nonfree puts the snipplet into
/etc/chromium.d/ instead, which isn't working with chromium 37, as the contents
of the directory isn't sourced by /usr/bin/chromium.
