An extensive documentation is shipped along with SWI-Prolog, but only
the core documentation is installed by the Debian package.
Meanwhile, most packages (which are installed), such as e.g clib or sgml
do have their own documentation files as well.
The documentation files in question are present in the upstream distribution,
both as HTML and PDF files (e.g. swi-prolog-6.6.6/packages/clib/clib.html),
so nothing needs to be done when building the Debian package, just listing all 
of
them among documentation files.
