I've reworked d/rules for nghttp2 a bit. Building of the doc/all
package is now super-fast and can be omitted if arch-only build is
done. Please take a look and let me know if it solves the problems for
you:

Dear nghttp2 maintainers,
nghttp2 ended up being a build dependency of curl which is a build
dependency of apt which is essential. Thus nghttp2 needs to be cross
buildable to bootstrap new architectures.
