Package: emacs25 Version: 25.1+1-4+deb9u1 emacsclient -a always starts a daemon in console mode and opens the file in console when no emacs server exists, even when -nw isn't specified, which is incorrect when DISPLAY is set.
I would expect an X frame created on this case.
