Downgrading to apache2 2.4.25-3+deb9u4 restores http2 functionality, and a
new report has been opened to reflect this, so this issue has been moved
here:

Thank you for the informative bug report. If I put the pieces correctly
together then since the point release you have your apache2 server not
serving ALPN/h2 but only "normal"
