Buster backports now contains version 9.0.38-1~bpo10+1 which does not
exhibit this bug.
I concur that this seems to be fixed in 9.0.37-3.

bnd in the debian repos is 3.5.0 - which seemed to work for tomcat9 up to
9.0.36.
