This is by design. As the Lazarus IDE *can* be used as an editor we have
chosen to not have it depend on lcl-qt5.

On a fresh install of Bullseye, installing lazarus-ide-qt5 does not
install lcl-qt5. Starting Lazarus und trying to execute a new GUI
