never part of debian stable. They accidentally transitioned to testing
due to an issue in the test suite[*], which made as if the package
could run on those platforms.

we had the same bug on our system. It turns out that adding the user to
the group video resolves the problem.
I think cheese should not crash but report (as one of the other programs
did) that the user has no access to the video devices found.
