I have not tested this fully for all combinations
A workaround for this issue is to `killall gnome-software` until the next login.
I can verify that this happens on my debian unstable too. Also, if you
open the gnome-software GUI it just updates and updates all the time.

gnome-software is causing packagekit to spam the syslog (and resources
generally). Even if I stop packagekit with
sudo systemctl stop packagekit
gnome-software causes it to immediately restart.
The only workaround is to mask it
