It probably wouldn't hurt adding Packages.bz2 everywhere, to match
what's on the FTP mirrors.
It's an option, but not likely to fix this problem. Other machines
install just fine from current CDs without Packages.bz2...

possibly just corrupted all the line endings. You'll need to make sure
you download in BINARY format to stop this happening.
