environment variable with :/usr/lib/xulrunner-1.9.2.15, which is slightly

Yes. I am able to reproduce this every time.
If so, what specific steps should we take to recreate this bug?
I suppose it would be helpful if you have a laptop and an external display.
Here are the steps:
i) Configure the display to run on the external monitor only, and

those have different configuration, it might just been an xorg if the

I can confirm this behavior; it's been the case for several weeks at
least on natty and is still occurring as of 2011-03-11.
The gconf key seems to be getting set properly. On my system (allegedly
configured to use Chromium as the default browser):
fader@cavil:~$ gconftool --get
Aha! The setting is correctly controlled by gnome-default-applications-
properties. Running this (or launching 'Preferred Applications' from a
menu/Unity) contains a Web Browser setting that was set to Firefox.
Changing this to Chromium did the right thing.

Yes, that's right. We violate the HIG on purpose here, since the feedback we
received when we switched behaviour the last time was mostly negative and we
don't have plans to enforce the HIG against the will of the users. (see bug
479884)
