For me, it is reproducible. 1. My IRC channel favorites list consists of only #debian-games (OTFC) and #ubuntu-motu (freenode) and they're set both to auto-connect at startup. For both channels, topics are shown from startup on. 2. I then log into #libreoffice-dev -- no topic shown. Same goes
