This problem has been reported numerous times, but in other cases
either:
a) The disk was full
or
b) Uninstalling gnome-power-manager, rebooting and re-installing it
fixed it.
In this case, the disks are not even 50% full and

If I use gconftool to set a background picture without a file path name
like this:

Crashing and restarting continues. ~/.xessions-errors contains:

and respawns and in doing so consumes excessive CPU.
