1) Enable proposed
2) sudo apt install mutter=45.2-0ubuntu4 (and other mutter binary packages)
3) Reboot
4) Connect external monitor to the affected system
5) Switch display modes to mirror mode
6) Observe the mirror mode can be set successfully. So the issue is resolved.

Would it be possible for you to do a kernel bisection?
First, find the last good -rc kernel and the first bad -rc kernel from
http://kernel.ubuntu.com/~kernel-ppa/mainline/
Then,
$ sudo apt build-dep linux
$ git clone git://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git
$ cd linux
$
It use different method to reboot.
But if it's a regression (once worked on 4.15), can you please perform a
kernel bisection?
