I have similar problem in 9.10. I have set 10 workspaces. But after each login
the workspace count is set back to 2.
I decrease (increase won't work) the workspace count in the workspace switchers
preference, it changes back to 9 workspace and then I increase to 10
workspaces. I have to

Sounds like the patch to gnome-panel to make it modify compiz settings
is not working correctly with multiscreen.
