Thank you for your bug report. The issue is an upstream one and it would
be nice if somebody having it could send the bug the to the people
writting the software (https://wiki.ubuntu.com/Bugs/Upstream/GNOME)

This is the same as Bug #37564, except that bug asks for Nautilus to
also allow customizing the toolbar and is marked a duplicate of Bug
#13119.
This bug explicitly asks for clipboard actions to be in the toolbar by
default.
