and changes the rules file to build desktop files from desktop.in files.

I should probably open a new bug for this, but I'll mention it here for
the record: the onboard.desktop file should also be marked for
translation.
In any case, I think the part that will take more work is to rename the
files to .desktop.in and make sure a) translations are extracted and b)
