I don't have time to try and tackle this, sadly, but I did notice something potentially useful: Part of your problem could actually be a bug in update-manager. update-manager tries to use the org.gnome.PowerManager interface to inhibit sleep before it tries the freedesktop standard

Thanks for reporting this bug and any supporting documentation. Since this bug has enough information provided for a developer to begin work, I'm going to mark it as confirmed and let them handle it from here. There should be a conflicts included in the package installer to insure only one
