I think I understand what the problem is: while it is rebuilding copies
of xenial's and bionic's fontconfig tools that
OK then. Just needs sanity checking. Which means I need to build a
bionic machine.

Yea... I've turn it on and off using monitor switch button many times
without luck... but in my case I had to PULL OUT THE POWER PLUG. I know
how it sounds and how weird it is but just after that it was fixed and
it didn't work before. I really don't know why, but it helped me.
