We could open a new report upstream, but from what I understood from
the linked upstream bug, the developers of Rhythmbox think that the
current behavior is what it should be and they see no reason to change
it. That's why I say it could be asked if they would consider
(re)introducing this

can open a report with wishlist status if it is a feature that you
think it is feature that should be provided.

I can reproduce it:
1) Create a PDF file with tex/latex for instance
2) Open the PDF file with evince
3) Change the tex/latex file and create a new PDF without closing EVINCE
What should happen?
Evince should reload the file and show the updated version.
What happens?
Evince crashes.
