Resurrected the removed upload into bionic-proposed. After some
discussion we decided not to remove autopkgtest regression fix uploads
from -proposed for series that are transitioning to ESM as they might be
useful as a base for any ESM follow up uploads.

Thanks! Could you check the rfkill code, also? I think instead of
patching the testcase, it would be better fix rfkill so the change is
effective as soon as it returns; that way users won't experience this
and have to add their own sleep after calling rfkill.
