Public bug reported:

Summary:
When hotplugging an external monitor, I am sent immediately to the login screen.

Actions:

Boot my laptop either with or without the external plugged in and then
log in to my user account. If the monitor is not plugged in, plug it in.

Expected result:
The monitor is detected and the previous monitor configurations are loaded.

Actual result:
When the monitor is detected, I am immediately sent to the login screen.
On X, with either HDMI or usb c port: I need to log in again. The monitor is
detected and functions as expected once I have logged in.

On sway with HDMI: I can change to tty2 (where my sway session was started) and
the monitor is detected and functions as expected.
On sway with usb c: I cannot log in again. It is stuck in a log-in loop.
