This resolves what appears to be a logic error whereby
the maximum number of buckets is limited to only half of TBL_MAX_BUCKETS.

allows the number of entries in the flow table
to stop increasing at 262,144 (TBL_
Expose the number of flows present in a datapath to user-space
and to users via ovs-dpctl show.
e.g.:
