Per suggestions made by Christian Meder
* fix Jakarta-style href's that used ./ for relative references.
* substitute Struts with Core or Struts Core as appropriate

Gump doesn't download dependencies:
http://gump.apache.org/metadata/builder.html#maven
The taglib plugin needs adding to gump repository - I've added the metadata
bit and pinged the gump list asking for someone with the appropriate
permissions to add the jar

Firstly, sorry for taking so long with this...
I just uploaded installment 1, showing the 'normalize attribute values
when set' approach [1]. The patch doesn't address configuring the
behaviour, but it does demonstrate what I was talking about. I forgot to
mention in the attachment comments
