Can this be an option? Perhaps that's on by default to make it compatible
with current Zeppelin release.
Our users find it useful to compare paragraph runtimes and who ran it from
last time.

Spark 2.4 will officially support Scala 2.12, so it will be great if
Zeppelin will support it together with Spark. And also, there are some libs
that are Scala 2.12 only

I guess it is only for the first time, After that, helium packages info
should be cached in zeppelin server, right ?

Possibly because `/api/helium/package` API checks for both local and remote
(by default configure to https://s3.amazonaws.com/helium-package/helium.json)
helium.json.
