Groovy Build Failing Due to Disappearance of groovy-local

I have chosen a delinquent Java package to work fix. But I need some help understanding what's going on. Groovy is failing to build because it depends on gradle-local which doesn't exist. But gradle-local did exist at one time because groovy was successfully build with it on 2019-07-30. So,
