Maven downgrade to 3.3.9 in rawhide

Hi fellow packagers, In the beginning of this year, maven upstream announced [1] they dropped 3.4.0 release and reverted the changes made. We already had 3.4.0 snapshot in Fedora Rawhide, so this means we have to revert maven package back to version 3.3.9. [1]
