Um, sorry, actually yes it is a cache control issue. My browser's shortcut to "reload bypassing cache" is actually Shift+F5, not Ctrl+F5. Well, drat, that would have been good to know a long time ago. Now after trying the correct shortcut I see the beta downloads toggle.
