Not sure why it fails, but anyhow the review needs to be finished before
the unretirement request will be approved.

Well that would be accurate. You don't have a valid review to unretire yet.

First someone needs to carry out the review and approve it, if they believe
it passes review, and only then can you request the unretire in pkgdb.

Until there is a valid fedora-review+ flag you cannot request it be
unretired

You probably need someone to complete the review and then request the
branches from the PackageDB.
Given the time frame, perhaps you could file an unretirement request
through the PackageDB interface without going through the review process,
but I'm not sure about that.
