from looking in the code it seems this is related to disabled fields in the
form (greyed out entry cells). I have made the code more defensive so at
least it won't chrash in trunk and 2.13 now.
The tables to investigate are:
sectiongreyedfields
dataelementoperand
dataelement
Okay. Just learned that we do not import-export operands at all at the
moment, unfortunately. Still it should not have crashed, so there might be
a mix of lack of operands in dxf and manual workflow leading to invalid
state in the db. Good you found a solution to it.

Hi Devs,
Using 2.13, rev 12808
We have imported metadata from another DHIS2 instance, but getting an error
when trying to load a section form. Any ideas what might be the cause of
this? I suspect we are missing something which should have been transferred
from the other instance, but not sure
