did you follow the instruction in https://wiki.lyrasis.org/display/DSDOC6x/Installing+DSpace#InstallingDSpace-Installation especially the section about choosing which UI you'd like to use (xmlui or jspui) and it's deployment (10. *Deploy Web Applications:)* If the xmlui is available and working fine the base installation was successful but you have deployed the xmlui where you wanted the jspui.
