For the port vlan-id use...
Set port vlan ge.1.1-47 vlan-id modify-egress
That will remove the port from all other access\untagged egress list.
Then for the phones, which I resume are configured with a vlan-id use...
Set vlan egress vlan-id ge.1.1-48 tagged

We use Avaya but the setup should be the same...
set port vlan ge.1.1-47 1 modify-egress - this sets the port to ingress
and egress non-tagged traffic for vlan 1, typically the user data traffic.
set vlan egress 200 ge.1.1-47 tagged this sets the port to ingress

I recommend not having anything connected in default vlan 1. I'm also a fan of
keeping things simple when complex isn't warranted.
Put your users into another vlan, say 100 and your phones in vlan 200.
Then as someone has already pointed out, use the command :
set port vlan port-string

There are also a couple of other things really needed for Cisco phones to work
out properly. Here is what I use and its worked out well for me. If you are
using policies, make sure to open up TFTP to the phone vlan from the CCM or
they won't get their config downloaded correctly.

We just installed a new S8 (currently connected to our Cisco 6509) and combo of
C5K and C5G PoE switches in one of our new buildings. After a minute or so on
the NEC IP phones the conversation is garbled and hard to hear. If we take the
phones to the old Cisco 35xx switches they work
I am very interested to know if you have any resolution on this. We have S's
for our main router and in the data center and we are experiencing VoIP phone
issues on our avaya equipment. I am curious if the underlying issue is an S
series firmware or config issue.
