VLAN mismatch should not be the problem since everything is using the default
VLAN 1.
I tried to draw a simple picture to show you the setup. Only switching
involved, no routers in between.

Maybe these wrong packets are flooded out on all switch ports if the
destination is an unknown MAC address and for some reason the switches cannot
learn this address (e.g. it's dead).
I would expect to see ARP to start with, unless there is a router in the way.
As you mention TCP, I doubt that
It's good to see that the guilty component has been identified. We have had
around 8 noisy APs the last 6 months and it has been frustrating. Guess all we
can do is RMA as and when the problem occurs.

Yes, this has occurred at our end as well. On-line Case Management shows me at
least 2 RMA cases, though I haven't dealt with these personally.
I haven't heard what causes this, or if there is a bad batch out there, but
perhaps Enterasys should consider pro-actively replacing affected APs, if
