I also use a 3000 with Fldigi and my observations are the same as yours.
It is my belief that if you want to use the cw mode in PowerSDR you will
need
to make up a Comm port keying cable that will plug into the Key port on
the 3000.

Such a narrow filter must be exactly centered on the carrier
and therefore an AFC (automatic frequency control) is needed.
You have to find the signal first, before AFC can be used.
That is trivial. Signals

Well for me it's because I very seldom use CW. Most of my activity

Hi Alfred,
You can see it on the waterfall. I always operate with the panadaptor

So I unplugged the key from the Flex, and went away. (I left the Flex behind -
Perhaps its sulking!))
I got back this weekend, and eventually plugged in the key to the Flex 1500.

Don't know about 1500's but have you tried the procedure that Rob, W1AEX
published on flexradiowiki?
If not, I suggest you try it. Go to http://flexradiowiki.com and look
for: 'Setting Audio Gain'. It's in the Troubleshooting section.

If you have too hot a mic make sure you don't have MIC BOOST selected
(Setup/Audio). Also make sure the mic gain on the Mixer window isn't pushed
up to high. If you use the Transmit EQ, make sure the left-side slider is
not pushed all the way up (in fact you can use the EQ slider as a mic
