There is no way to define this more globally, height is not an
inherited property.

FOP does not deal with stroke widths. If this is meant for
SVGs, try to ask on the Batik list.
Non-integer font sizes should work in FOP 0.20.5rc, however,
be prepared to experience roundoff errors.
