You mentioned hparm, imagine that the ideal would be to experiment with hdparm and even test your configuration on other machines, forensics-all does not provide configuration for hdparm. Looking at the hdparm bug reports, I see situations like yours. If it is confirmed that your problem is in hdparm, please contact the maintainer or upstream.
