I think the value is stored in the ACP (ANSI code page) key under: HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Nls\CodePage
My standard system has 1252 (Western European) and my Trad. Chinese system has 950 for this key. The character set used in the Command Prompt window is stored in the OEMCP key.
