You're chasing shadows. Unused memory is _supposed_ to end up in
the inactive state. There is no way to free
server, problem disapears for one or two days. I REALLY need any way

Use cron (man cron, man 5 crontab). Something like:
0 * * * * /usr/local/bin/nmap
Would run it on the hour, each hour. Read the man pages for more details.
