It describes updates to the branch and gives any special instructions.
Since you are using a security branch all the the updates are security
related or severe bugs. So look at the most recent update, currently p2
and compare it with the end of your version string.

When I am in FreeBSD I have to be always aware that I have to check
these files before upgrading the system. And I need to do some custom
things myself.
When I am in Ubuntu apt-get just does everything by itself without
manual intervention.

You misunderstand me. I am not interested in loading the complete
FBSD source just to get /usr/src/UPDATING
Can it be downloaded standalone of the source or is this info
retrievable from Freebsd.org someplace?

Select 'custom' install and make sure you install the `source'
distributions. You could also install everything manually by mounting
the CDROM under /cdrom and then running as root:
# cd /cdrom/src
# sh install.sh all
