I got it last night and simply
recompiling kdelibs was sufficient:
sudo portupgrade -f kdelibs

to determine what is causing my KDE problems.

make forgot to install startkde. i thought that it was
just a problem with cvsupping in between updates, so i
deinstalled kde3, cvsupped again this morning, and
reinstalled kde3 via ports. same problem.
