Since there is no special entry in /usr/ports/UPDATING about the

This ruby+portupgrade upgrade seems to be quite a mess. My systems
fetch new ports tree nightly and I upgrade during the day when I have
some spare time.
So, this morning my systems had the new ruby versions
and the UPDATING instruction, but not the new portupgrade port version

If not, you can grab it from here:

I had this problem as well after going from 6.1 to -CURRENT
I fixed it by doing
cd /usr/ports/lang/ruby18
make -DFORCE_PKG_REGISTER install
and then rebuilt sysutils/portupgrade
Well, it seemed to be a problem in building the ruby rdocs, so I removed that
option
Seems to be solved! The portupgrade procedure described in the UPDATING
file using
portupgrade -rf devel/compat2
seems to depend on some other port upgrades (perhaps imake-4.3.1_2 ?).
I could compile the X libraries meanwhile by a
portupgrade -arR!
Thanks to everyone who invested time into this
