interpretation is that if you will be compiling software for a
UNIX-like system, you will probably have some variant of a C compiler
already available. Read as just build it and go versus just build
its dependencies, then build it and go.

your ISP does redirection to a search result page when it cannot find the
domain.
What IP returns from 'dig lists.freebsd.org'?

recent project exists in the ports tree. If you're running
8.0-RELEASE or later, you might have a look at:
ports/multimedia/video4bsd-kmod
ports/multimedia/webcamd
Although, I don't know if your particular camera is supported.
