I am not sure about AS400, but in Solaris there is an issue with reverse lookups for tcp connects. Never fully understood why or how to disable but try putting a host entry for your client machine in your AS400. The behavior in Solaris was exactly the same, you got the connect, but didn't get

Does the AS/400 have a route to the network segment? The AS/400 and iSeries does not use a default gateway as such; you have to manually define a route to every subnet on the network, and if you are assigning IP addresses to the incoming PC's, they are likely in a new subnet, unknown to the
