The usual case for a large project being brought in is to leave the existing
copyright headers in place and then change them once the code is in the Apache
repository. Then it is a bit easier to see which files were being donated with
a grant

I think this release violates the Apache release policy because it didn’t get
the approvals from IPMC but was released actually (in both dist.a.o and GitHub).
