I checked:
- incubating is in the name
- LICENSE, NOTICE, DISCLAIMER are there and look good
- Hash and signature files look good
- No binary found in the source distribution

- DISCLAIMER file exist
- LICENSE and NOTICE files exist, NOTICE year needs to be fixed
- Include the word incubating in the release file name.

- No unexpected binary files
- Checked PGP signatures
- Checked checksums
- Code compiles and tests successfully run
