There seem to have been a couple of initiatives to reboot the podling and
make it healthy again but without much success.
What are other mentors' thoughts?

- Incubating in name.
- PGP Signatures.
- SHA512 Checksums.
- DISCLAIMER exists.
- LICENSE and NOTICE are fine.
- ASF headers on source files.
