I checked in with the GeoServer meeting today, and indeed the arrow
directions have not been used with projection changes.
This kind of work is often done under contract, and this was missed in
testing 2.16.3 when the original author was available.

But before you do perhaps some research: Going from 2.16.1 to 2.24.2 is a
lot of changes; you should review the release notes for any thing affecting
