This definitely looks like a permissions issue.
One possibility is if you downloaded the source file with root permissions
or copied it to another location using sudo privileges it may have saved the
file with ownership by the root user so when you try to build it as your
normal user it does

I would think the first import would be assigned to the pending account, then
the second would be split between pending and whatever current final account
you’re using. There shouldn’t be any duplication that way.

See if you have both ~/.gnucash and ~/.config/gnucash with only one of them
having saved-reports-2.8.
If neither, then that's the file you want from your Windows config.
